    Electronic Information Resource Sharing Among Academic Libraries in Delta State, Nigeria.

    The study was on electronic information resource sharing among academic libraries in Delta State, Nigeria. Data was collected for the study through a structured questionnaire. Data were analyzed using frequency counts and simple percentage. The findings of the study showed that all the libraries investigated had electronic resource such as e-books, electronic newspapers, e-journals and e-magazines in their libraries. All the libraries investigated were equipped with ICT gadgets that could be used in resource sharing activities, providing suitable access to information and improving interlibrary teamwork were some of the benefits of e-resource sharing identified in the study, medium of providing access to e-resource through resource sharing was structured consortium arrangement with others institutions, but inadequate ICT facilities for resource sharing/networking, high cost of Internet connectivity, lack of government support, inadequate number of librarians with web technology skills and difficulty in mutual agreement were identified as the major problems encountered in electronic resource sharing among academic libraries in Delta State. The study also recommended that management of academic libraries should try as much as possible to acquire all necessary ICT facilities needed for e-resource sharing and for easy dissemination of information to patrons outside their libraries. Parent institutions and library managements should ensure that they release sufficient money for the maintenance of Internet connectivity in order to sustain e-resource sharing in academic libraries. Government should encourage e-resource sharing among libraries as this will assist librarians and other information practitioners in the sharing of information across the state, to information seekers, and librarians should acquire web technology skills needed for e-resource sharing among libraries.

    Legal Deposit Compliance in Nigeria: Issues and Challenges

    The National Library of Nigeria Act of 1970 in section 4 clearly states legal deposit obligations and consequences for any infraction. This proactively provides a cover for inclusion of electronic publications which means that irrespective of the medium of delivery of the content, the legal provision applies. The number of titles submitted as legal deposit nose-dived from 903 and 1042 in 2013 and 2014 respectively to 351 in 2015 for serials. The rate of change (geometric mean) in legal deposit for serials and monogrphs in the last 10 years (2007-2016) were 1289 and 3399 titles/year respectively. Simple computation of legal deposit compliance level based on percentage of tiltes submitted against the total number of serials and monogrophs published in a particular year is also a problem. The details of the specific amendments being proposed to the legal deposit legislation are yet to be made public. A monitoring and evaluation pln which is a self-auditing process that helps management to identify any deviation from set goals is needed. The challenges facing legal deposit compliance in Nigeria range from the problem of non-adherence to the time-limit, non-submiossion of required copies, submission of impecfect copies, un-coopertive attitudes of some government agencies, publishers and authors to inadequate funding.

    An Overview of Factors Affecting Students' Performnce in Cataloguing and Classification in Library Schools in Imo State, Nigeria

    The study sought to determine the factors affecting students' performnce in cataloguing and classification in library schools in tertiary institutions in Imo State, The study covered Imo State University, Owerri nd Federal Polytechnic, Nekede, Owerri libraryschools. Survey method was adopted for the study, questionnire was for data collection. The total popultion of the study was three hundred and eight (380). The sampling size was two hundred (200) students from both institutions. The objective of the study was to investigate students' performnce in cataloguing and classification in library schools in Imo State, Nigeria. Mean Statistics and Standard Deviation was used to analyse the data collected. The study revealed that students of library and informtion science from the school under study do not have good attitude towards cataloguing and classification, as some have the perception that the course is boring and difficult, the findings also showed that the teaching method is not quiet interesting and it made the students not to have interest in the course. The result also showed that the availability of the teaching tools for cataloguig was not adequately used for teaching the practical aspect of the course. This however, indicated the poor performance of students in cataloguing and classification. The researchers therefore, recommended among others that the lecturers teaching this course should make the course more interesting, to help change the attitude of students towards the course. Moreover, the teaching method should be more of practical, where students will all learn/practice. There should be adequate provision of cataloguing and classification tools. In conclusion the researchers are of the opinion that if these findings are adequately addressed the performance of students will improve.

    The Role of Tertiary Education Trust Fund in the Development of Higher Institutions in Nigeria: A Case Study of Imo State, Nigeria.

    The role of Tertiary Eduction Trust Fund in the development of higher institutions in Nigeria: a case study of Imo State is a survey research. The study was delimited to three (3) higher institutions Imo State namely; Imo State University, Owerri, Federal Polytechnic, Owerri and Imo State Polytechnic, Umuagwo, Owerri. The study was aimed to ascertain the extend to which Tertiary Education Trust Fund had assisted in the provision of teaching materials in tertiary institutions; to determine the extent to which TETfund has assisted academic staff training and development: and to identify the extent to whichTETfund has provided infrastructural development in higher institution. The study adopted simple random sampling technique in order to give all the respondents an equal opportunity of being selected. Three hundred (300) students were selected and thirty (30) teaching staff was selected for the study. Rating scale was used to elicit response from the respondents. Data collected was analysed using mean statistics. The findings of the study include among others; that TETfund assisted in the provision of teaching materials, academic staff training and development and provision of new structures in the three institutions studied. It was recommended among others that the audit of the TETfund account should be transparent enough to enable Nigerians and researchers keep abreast of the funds activities in line with its objectives, the provision of up to date books and ICT facilities.

    Effect of Covid-19 Pandermic on the Use of Library

    This paper seeks to investigate on how libraries are affected by lockdowns caused by the COVID-19 Pandermic. Ordered choice models are developed to understand factors that affect the number of online deliveries made before COVID-19, and the number of household expenditure on online deliveries during the COVID-19 lockdown. Higher levels of technology utilization are also associated with higher levels of deliveries and expenditure. In view of the findings in this study, recommendtions are made that librarians in all institutions should be motivated by means of enhanced package that can be used to cover cost for subscription andf other social media tools that will boost their dissemination of health information on COVID-19 to the people, librarians should center their health informtion dissemination on COVID-19 on the need to adhere strictly to measures such as isolation and lockdown, going out for only vital reasons and essential services, stopping local travel, maintaining proper hygiene, avoiding hand shake, touch, hug, kiss and employing a social distancing of one meter from each other.

    Information Literacy Training of Rural Farmers for Enhanced Agricultural Production in Ohaji/Egbema Local Government Area in Imo State, Nigeria.

    Information literacy of farmers is significant for the growth of farmers, increased farmer's income and production, promoting efficiency of agriculture and rural development. The current farmer information literacy is apparently incompatible with the demand for them in information age. The study aims at exploring the information training skill of farmers in Ohaji/Egbema of Imo State. Beside the review of relevant literature the study conducted questionnaire - based survey of 200 farmers in twenty (20) communities of the region. The analtsis of the survey shows that farmers need information for various purposes of farming activities and they need sources and media to access information mostly to improve on their farming. Many opf the farmers however cannot make use of the modern technique in agriculture because of their low educational level. Fund and skill to acquire and use modern technology is a problem to the rural farmers. Poor accessibility to electronic information affects farmers' access to needed information. The paper recommends the provision of training program to farmers to enhance their skill in farming is very vital. It is also important for the farmers to explore ll media channels of communication by local and state governments to get information.Selective Dissemination of Information (SDI) should be introduced by the local government authorities in local languages and to encourage their understanding and inplementation of ideas and programs in the best possible way.

    Compliance with Covid-19 Preventive Measures among Students of Library and Information Science Department at Delta State University Abraka, Nigeria

    Thyis study focused on compliance with Covid-19 preventive measures among undergraduates and post graduate students of the Department of Library and Informtion Science, Derlt State University, Abraka, Nigeria. The research adopted a descriptive survey design, the population for the study was 561 students. The study adopted simple random sampling technique in selection the respondents. The questionnaire was the instrument used for the study. Frequency count was used to analyse the demographic data of the respondents, while statistical mean was used to analyse the compliance to Covid-19 preventive measures. The study found that students were aware of the risk associated with Covid-19 and that students observed Covid-19 safety protocols. The study also releaved that sitting arrangement in class is in line with globally recommendewd practice in schools. Finally, the study found that students avoided crowded places and that they are co-living with their family member.
