Description
For the first time in Nigerian history, the new military government declared a "War Against Indiscipline" (WAI) in 1984. The leading figures on both sides of the battle line were punctuality, queuing culture, honesty and selfless service, efficiency and environmental sanitation (on the attack), and "African Time", disorderliness, bribery and corru￾ption, inefficiency and insanitation on the defence. The total war is still raging in various theatres with undiminished intensity. Although the aggressors appear to be making minor gains here and there, it seems that, in typical Nigerian fashion, there may be "no winner and no vanquished" in the end.
