dc.descriptionThe focus of the agents of development and modernization in any developing country is on the rural areas. This is understandable when it is realised that the sector forms 80 percent of its population and are inhabited by vulnerable groups, that arc privileged to be given facilities and attention. These groups include expectant mothers, nursing mothers, children etc. Conscious of this problem, various political parties in Nigeria during their 1979 electioneering campaigns staked rural development with particular emphasis on the provision of basic services. Under the auspices of the Federal Ministry of Social Development, Youth, and Culture and in collaboration with UNICEF, a six-man Survey Committee on Integrated Approach to Basic Services and Model Villages was set up.
