| dc.description | The process by which a constitution is made largely depends on the political set up ofthe State at the time. A dictator, who rules by force, merely imposes, with or without consultations, a structure he deems appropriate to his views. In a monarchy, constitution making usually takes the form of transferring the actual exercise of governmental power to the hands of elected representatives of the people. In a democratic republic, the people themselves, through constituent assemblies, conventions or conferences formulate a constitution to be adopted by the people in a referendum or other forms of popular accalamation. | |
