General Olusegun Obasanjo both as Chief of Staff, Supreme Headquarters, and as Head of the Federal Military Government, Commander-in-Chief of the Armed Forces, a post he held from February 13, 1976, soon after the assassination of Lt. General Murtala Ramat Muhammed in an attempted coup-de-tat. As Chief of Staff and Head of State, General Obasanjo always acted in line with the philosophy of his Administration, which is to adopt a military posture in all its actions; to be close to the people, responding to the yearnings and aspirations of Nigerians; to run an open administration which would be ready to consider genuine and and to take actions resulting from extensive Constructive criticisms and ideas, and discussions and careful considerations.
