This Official publication presents the 1978–1979 budget address delivered on April 7, 1978, by the Military Governor of Anambra State, Colonel John Atom Kpera. Following two fiscal years characterized by substantial capital account deficits, the speech introduces a shifted fiscal strategy focused on consolidation, financial prudence, and matching planned expenditures directly against realizable development funds. The administration presents a fully balanced budget for the 1978–1979 financial year, balancing a total capital expenditure proposal of N57.1 million against equal estimated capital receipts.
