The Federal Mortgage Bank of Nigeria (FMBN) is the apex mortgage institution in Nigeria, established by Decree No. 82 of 1993 (amended by Act No. 1 of 1994). The Bank provides long-term housing finance to Nigerians through the National Housing Fund (NHF), which it manages and operates. FMBN offers mortgage loans to contributors to the NHF, funds the construction of affordable housing by developers, and refinances mortgage loans originated by primary mortgage banks. Its mandate is to mobilise domestic savings for investment in affordable housing.
