Abstract
• Official Notices and Ordinances • New Colony Status: The Gazette references Letters Patent dated January 13, 1886, which erected the Settlement of Lagos into a separate colony known as the Colony of Lagos. • Ordinance No. 1 of 1886: Extends existing Ordinances, Rules, and Orders of the Gold Coast Colony and the Settlement of Lagos to the new Colony of Lagos. • Ordinance No. 2 of 1886 (Supply Ordinance): Authorizes an expenditure of £55,317 12s 0d for the service of the year 1886. • Departmental Instructions: • Gazette Distribution: Establishes a regular free distribution list for Gazettes and Ordinances to various heads of departments, religious denominations, and foreign consuls. • Government Property: Instructions for Heads of Departments regarding the care of property and the formation of a "Board of Survey" to inspect unserviceable articles. • Private Use of Labor: Explicitly forbids using government employees or prisoners for private purposes. • Printing: Sets standard printing quantities: 250 copies for Ordinances and Gazettes, and 100 copies for notices. • Appointments and Personnel Changes • Henry Higgins: Appointed as Assistant Colonial Secretary of the Colony of Lagos; he arrived from England and assumed duties on April 7, 1886. • Captain Shuttleworth: Appointed Acting Harbour Master while the permanent Harbour Master was on surveying duty. • Americo Marco: Appointed as a Second Class Prison Officer on a three-month probation, replacing Joseph Simmonds. • Joseph Simmonds: Dismissed from the public service for absenting himself from duty without leave. • T.
